CMP & CMC are ending.
CVP begins July 1.

The old reimbursement model is gone. CVP delivers its value as an upfront purchase discount, shortens in-service terms, and makes fleet management software mandatory for every participating dealer. Here’s the side-by-side.

CMP / CMC, sunset June 30, 2026

The old program

  • Reimbursement model: warranty claims per transportation event
  • Financing: 2% MSRP monthly lease (VWFS) or cash incentive
  • Terms: 6-month minimum, 12-month maximum
  • Software: required only for 3rd-party rental reimbursement
  • Insurance: provided by VWFS on the lease option
CVP, effective July 1, 2026

The Courtesy Vehicle Program

  • Fleet enrollment only: % upfront discount, no claims to file
  • Financing: single purchase, discounted invoice via credit rebill
  • Terms: 3 months and 1,500 miles minimum, 6 months maximum
  • Software: required for all dealers by September 1, 2026
  • Insurance: not provided; dealer arranges coverage

Frequently Asked Questions

General / Transition

CVP has no quarterly contribution budget and no SAGA claims for transportation events. The program value comes upfront as a discounted purchase price when you enroll a vehicle in CVP. Once enrolled, there is no per-day or per-event claim to file.
All CMP units enrolled through June 30, 2026 remain governed by the old CMP/CMC rules (contributions, SAGA claiming, CMCER process) until they are removed from service and sold to a retail customer. Only units enrolled on or after July 1, 2026 are CVP units.
No. Continue managing those units under the existing CMP/CMC process. They retain all prior program benefits and requirements. When you eventually sell them to a retail customer, that is when their lifecycle ends.

Enrollment & Operations

No. Enrollment is now automated through OMC. Go to the Courtesy Vehicle Program tab under Report a Sale, process the VIN, and the system automatically reports it as a KOS 3, applies the CVP credit option code, triggers the credit rebill, and generates a revised invoice at the discounted price. No paperwork or email forms required.
All CVP support questions go to [email protected] or (877) 299-0505.
No. Dealer traded vehicles are explicitly ineligible for CVP enrollment.

In-Service Terms & Early Removal

Yes. CVP reduces the minimum to 3 months, but you must also have at least 1,500 miles on the vehicle. Both conditions must be met. If you remove a unit before meeting both requirements, the CVP incentive pricing applied at enrollment will be charged back.
It will be automatically deactivated at 6 months. VWoA is also developing an OMC feature that will let dealers manually deactivate between 90 and 180 days, but that is not yet live.

Fleet Management Software

Yes. Participation in CVP requires your dealership to be live on either Dealerware or TSD by September 1, 2026. The program guide states there are no exceptions. New CVP units typically appear in the platform within 1 to 2 business days of OMC enrollment.
No. The CVP program does not require a minimum utilization. However, it does require a minimum mileage of 1,500 prior to defleeting, which can be tracked within your fleet management software.

Transportation Options & Reimbursements

No. CVP does not include a reimbursement mechanism for alternative transportation. Ride shares, dealer shuttle, public transit, and pickup & delivery were features of the CMC contribution model, which has been replaced. Dealerware does have a pickup and delivery solution built into the software to help accommodate your transportation needs.
No. The CVP program guide does not include rental reimbursement.

Insurance

Insurance is not provided by VWoA or VWFS as part of CVP. You are responsible for arranging coverage for all CVP vehicles through your own insurance carrier or flooring source. This applies to all enrolled units with no exceptions. Reach out to Dealerware to learn more about our insurance offerings.
Loaners are insured for collision via floorplan through VFS. Dealers that don’t floorplan with VFS will need to reach out to their respective floorplan provider or bank to get coverage added. VFS is putting out a bulletin about this and will share it with dealers.
Yes. Loaners should be on the dealer’s garage policy to cover liability. We have confirmed that some dealers already have their garage policy covering their CVP fleet. Contact your garage policy provider if your loaners are not already included, or to confirm that they are.
If you don’t have coverage through your floorplan and/or garage policy, we recommend reaching out to Dealerware directly for guidance on alternative coverage options.

At Sale / Incentives

No. Once a CVP vehicle is reported sold as used or CPO to a retail customer, it is not eligible for new car incentives. It qualifies for Standard Rate programs only. Refer to the VWFS handbook for specifics.
No. CVP units do not count and do not pay for the CE Bonus.

Fleet Sizing & Administration

Yes, the formula is unchanged. Your minimum is the average daily repair order count (customer pay plus warranty) for the prior 6 months, multiplied by 35%. Your maximum cap is 100% of that same daily RO count. These are updated semi-annually.
Complete the Max Cap Increase Excel Form and submit it to [email protected]. The request will be escalated for consideration.
The existing and incoming dealerships must negotiate ownership of CVP units as part of the buy-sell transaction. Contact [email protected] immediately so VWoA can determine the appropriate course of action.
